Client Objectives

In response to Hurricane Sandy, NYCHA required program management and MEP support for capital improvement projects across multiple developments impacted by the storm. The objective was to support design, bidding, and construction of preliminary remediation efforts while developing cost submissions for FEMA reimbursement.
 
Given the scale of the work across multiple phases: HSCIP I – Expansion and HSCIP II – Next Steps, the New York City Housing Authority sought an owner’s representative to coordinate consulting teams, manage schedules, and protect NYCHA’s interests throughout the process across sites in Manhattan, Brooklyn, and Queens.

Results

Cresa provided MEP and program management services for this large-scale recovery effort, supporting remediation work across 34 sites encompassing more than 300 buildings and over 24,000 residential units, ranging from 2 to 26 stories.
 
Cresa managed multiple consulting teams throughout the Next Steps II phase, including schedule development, daily coordination calls, and ongoing communication to maintain alignment and schedule adherence. The team collated, organized, and delivered project data to NYCHA, finalized consultant fee structures, monitored expenditures on a weekly basis, and partnered with NYCHA to review task orders and invoices in support of FEMA reimbursement submissions.
