Client Objectives

Horizon House, Inc. is a social services agency providing 80+ programs delivering community-based services to adults with mental health, developmental and intellectual disabilities and the homeless. Since 1986, the agency had been based at their 30th Street facility in Philadelphia, PA. As a result of growing demand for the organization’s services, Horizon House had outgrown its original space.

Results

Horizon House partnered with Mission First Housing Group to develop New Market West, a new four-story, LEED certified, 90,000 SF building that would create a hub for community services and retail on a 1.5-acre vacant site. In addition to Horizon House’s social services offerings, New Market West brings high quality early childhood education, vocational support, and community-serving retail to a transit-accessible location together with affordable rental housing (later phase) to a neighborhood deeply in need of these services. The project benefited from RACP funding.
 
As an anchor tenant in the new building, Horizon House relocated 250+ staff from their 30th Street offices to three floors – approximately 65,000 SF – at New Market West. Horizon House engaged us to oversee their interests as a tenant and partner to the Developer. We worked with Horizon House, Mission First, and Columbus Property Management to manage the tenant fit-out of Horizon House’s leased space. This work included the oversight of an extensive cultural change management effort, as well as the design and construction of the space. It was our mission to help Horizon House deliver the new space on schedule and in accordance with the organization’s mission so that participants could receive services in a reimagined facility closer to home.

 

During this time, COVID forced the entire team to change protocols for site visits/inspections as well as the Horizon House team to briefly “pause” the FF&E efforts to reimagine the rapidly-changing work environment. Cresa worked closely with the team to understand potential schedule impacts of the pause and what mitigation efforts could lessen those impacts.
