Client Objectives

The service delivery of the Department of Child Protection, Department of Housing and Department of Corrective Services in the Perth northern metropolitan region was being restricted due to multiple locations, dated fit-out and generally poor staff and client accessibility.

The key objective was the co-location of the Departments into a purpose-built office facility, providing its clients with an accessible single point of contact & also improving the general amenity and working conditions for its staff.

Results

  • LPC Cresa went out to the market as a whole and initially sourced potential development sites through an Expression of Interest (EOI) campaign.
  • The Development sites submitted as a result of the EOI process were assessed in conjunction with the client and a shortlist was established.
  • The shortlisted sites were provided a formal Request for Proposal (RFP) document which outlined the client specific accommodation design requirements.
  • The RFP submissions were assessed by way of a Qualitative Analysis which scored each submission from a Financial & Operational perspective and a preferred proponent was determined.
  • Agreement for Lease (AFL) terms were than negotiated and agreed, to the extent that the client had influenced the overall design of the building and base building services. Furthermore, the competitive EOI & RFP process that LPC Cresa undertook ensured commercial terms were agreed at levels deemed better than market by the client valuers.
  • Following the execution of the AFL, LPC Cresa ere again appointed to ensure that the terms and conditions of the AFL were met by the developer throughout the construction phase.
  • Practical Completion was met on the required dates with minimal defects, ensuring the relocation occur without any double lease cost.
  • Overall better than market terms.
